Abstract

In this research, to search the direction of women soldiers¡¯ welfare system policy, we compared and analyzed some cases of women soldier¡¯s welfare systems in major countries with our system. The research was conducted on five nations, which were estimated that have a more than 5% self-supporting ratio of women soldiers , as the United States (199,850 /14.6%), Canada (6,100 /10.3%), France (18,920 /8.0%), Great Britain (15,060 /7.0%) and Israel (30%). The data was compiled with on publications, journals, literature, interview and an internet. And the research was progressed from 3rd, February to 15th, October in 2003. The result showed that there were three major differences in the welfare conditions comparing with the major countries. First, there were no welfare gaps between male and female soldiers excepting for being due to some unavoidable circumstances as a woman (like a maternity leave, a maternity benefit and etc,.). Second, there weren¡¯t any differences in installations and systems between male and female soldiers with a few exceptions by the biological characters (like a restroom, a locker room and etc,.). Third, against the sexual harassment, many other countries have a various solution like strict discipline programs, mental clinics and etc. So we should make the direction of policies for women soldiers¡¯ welfare system basing as follows : First, Women should have to be supported with men¡¯s welfare system equally, not having the discriminated welfare system. Second, for the job welfare and the protection of motherhood, there must be enforcement regulations of basic welfare programs. For example, expanding the welfare facilities like a day-care center, a maternity leave and an official residence. The government has a plan that stepping up the women soldiers¡¯ ratio from 2.1% to 5.1% against the whole executives until 2020. For the extending and ensuring about superior women soldiers, we should have to keep on concerning and managing the women soldiers¡¯ welfare system sincerely and systematically.
